RMC 79-2023:Extending the Deadline of the Shift from Ask for Receipt Notice (ARN) to Notice to Issue Receipt/Invoice (NIRI)
Hello and welcome to our latest tax update!

For those of you who operate a business, there’s a crucial piece of information you need to be aware of.
It relates to a recent change from the Bureau of Internal Revenue (BIR), involving the transition from the “Ask for Receipt Notice” (ARN) to the “Notice to Issue Receipt/Invoice” (NIRI).
If you remember, we’ve discussed this shift before, which is part of the mandates outlined in Revenue Regulations (RR) No. 10-2019 and Revenue Memorandum Order (RMO) NO. 43-2022.
From Ask for Receipt (AFR):

to Notice to Issue Receipt/Invoice (NIRI):

Deadline of June 30, 2023 extended to September 30, 2023:
Initially, businesses were supposed to replace their “Ask for Receipt Notice” (ARN) with the Notice to Issue Receipt/Invoice” (NIRI) by June 30, 2023. However, the BIR has recognized that some businesses need more time to complete this transition.
And the good news?
Pursuant to Revenue Memorandum Circular (RMC) No. 75-2023 dated June 30, 2023, the Bureau of Internal Revenue has extended the deadline!
Business owners now have until September 30, 2023, to replace their old ARN with the new NIRI. This extension provides a breather for those of you who’ve been unable to make the change in time.
How to Secure your Notice to Issue Receipt / Invoice (NIRI) from the BIR?
If you’re wondering how to secure your new NIRI, it’s quite easy.
Complete and submit the BIR Form 1905 – Registration Update, ensuring that you provide an updated official email address. This will serve as an additional point of contact for the BIR to send you orders, notices, and other communications.
Penalties if I Miss the Deadline:
It’s vital to remember the consequences of not adhering to the deadline. Businesses that don’t display the NIRI by September 30, 2023, will face a penalty. This could amount to up to PhP1,000.00 as per Section 275 of the Tax Code, which is certainly an unnecessary expense for most businesses.
Does every business need a NIRI?
Yes and finally, if you’re a diligent taxpayer and spot any businesses without the NIRI displayed after the deadline, you’re encouraged to report them.
This can be done through the eComplaint OTHERS section or the Chatbot “Revie” feature on the Bureau of Internal Revenue’s official website.
That’s all for today’s update. Please don’t forget the revised deadline and do take the necessary steps to remain compliant. As always, we’re here to guide you through these changes, and we’re just a comment away if you have any queries.
Happy tax compliance!
