Flexibility in VAT Filing: RMC 52-2023 Offers Monthly and Quarterly Options for VAT-Registered Taxpayers

Hey there, folks!
Today, I want to talk about a subject that’s near and dear to all of us VAT-registered taxpayers – the filing and payment of our VAT returns. It seems like a bit of a chore sometimes, doesn’t it?
Well, guess what?
Things are changing, and in a pretty exciting way, thanks to Revenue Memorandum Circular (RMC) 52-2023.
From Monthly to Quarterly: The TRAIN Law Effect
Let’s take a quick trip back in time, shall we? In the past, we were all required to file our Monthly VAT Declaration using BIR Form No. 2550M. But as we ushered in the year 2023, the Tax Reform for Acceleration and Inclusion (TRAIN) Law, also known as Republic Act (RA) No. 10964, simplified this process significantly.
How, you ask?
By shifting the filing and payment of VAT from a monthly to a quarterly schedule.
So now, instead of filing every month, we file our VAT returns within 25 days after the close of each quarter, using the Quarterly VAT Return (BIR Form No. 2550Q).
The Request for Monthly Option: Taxpayers Speak Up
But here’s the twist. The Bureau has noticed that there’s a bunch of us who’d still like to file our VAT returns and make our payments on a monthly basis, using the good ol’ BIR Form No. 2550M.
“Why fix what isn’t broken?”, you might ask.
And that’s a fair question!
The Best of Both Worlds: Monthly Option Granted
To address this, the Bureau, ever intent on improving its policies to make our lives easier, has decided to let us have the best of both worlds. Yes, you read that right! In line with the Ease of Doing Business and Efficient Government Service Delivery Act of 2019 (RA No. 11032), they’ve made it so that we can still choose to file and pay our VAT liabilities monthly if that’s what suits us best.
However, let’s remember that while we have the option to stick to the monthly routine, we are still required to file the quarterly VAT return and pay the corresponding VAT liabilities. This is because the Tax Code follows the pay-as-you-file system, where we compute our own tax liability, prepare the return, and pay the tax as we file the return.
Embracing Flexibility in Tax Filing
In conclusion, these changes in the tax landscape are all about providing flexibility to VAT-registered persons. Our tax authorities understand that different businesses have different needs and rhythms, and this optional monthly filing and payment system truly reflects that understanding. While the quarterly system mandated by the TRAIN Law still stands, the option to maintain a monthly schedule offers a level of familiarity and continuity for those who prefer it.
Remember, whether you choose to file and pay VAT monthly or quarterly, the key is to stay informed, organized and timely in your submissions. After all, staying on top of our tax obligations is part of being responsible business owners and contributors to our economy.
In the ever-evolving world of tax, these developments are a testament to the continuous efforts of the Bureau to streamline processes, alleviate financial burdens, and offer greater convenience to taxpayers.
So here’s a cheer for more options and flexibility in our tax filing – it’s a small but significant step towards making tax matters just that little bit easier to handle!
